I'm wondering why highlight reel isn't being used at the end of matches. Highlight reel really does add a bit more to the end of matches and such.

Because it's unnecessary and most of the time it cuts out right before anything interesting happens, Highlight Reel is flawed and it's not worth the extra time using it. Those extra 10 seconds can be an extra couple of minutes during rendering.
